1. I'd call that something more than shenanigans...

to me "shenanigans" is common mischief, no underlying criminality intended. Kids putting firecrackers in mailboxes, etc. What they did here was very intentional and had a purpose to criminally interrupt and disrupt an election function. IOW, election interference. Putting such weasel words on actions such as these embolden those who harbor thoughts of doing such as this.. implicitly gives them the idea that society will be "okay" with it, because, after all, it's just shenanigans.
