1. It is unbelievably stupid for the "proof" process

to not be done with something as important as ballots. That process is as old as the hills and is used every day by competent businesses etc. when they are having things printed. First you "proof" the layout of what is to be printed and go over every bit of spelling, grammar, accuracy of content, graphics placement, color and fonts. Then if no changes are needed you print a test run of a few samples and then "proof" them again for appearance, color register, fit to media, once again for spelling and grammar as a double-check etc. Then and only then do you give the printer the approval for the press run.

It irks the living crap out of me that people in positions to spend millions of dollars on these sorts of projects don't know the basics about what they are doing. But it happens over and over in business as well as government. The old saying "Never enough time or money to do it right the first time but always enough time and money to do it over" seems like the accepted method for so much of how business, consumers and governments function today.
