1. I'm a poll worker in NJ. The policy is that every voter has the right to vote.

In this case, the voter moved to another jurisdiction within NJ. She wouldn't be registered for the new jurisdiction and wouldn't be permitted to vote on the voting machine, but she would be permitted to complete a provisional ballot which would be sealed and locked away until it was reviewed by both a Democrat and a Republican in the county seat via The Board of Elections. If they believed that she failed to register in the new jurisdiction, they would have to determine whether to count her vote for a state candidate and void the regional/local candidates, etc.
