Under Medina, city police engaged in a RICO conspiracy to dismiss DUI cases for kickbacks. Then, Medina claimed he heard a gunshot while off duty, and barreled through a red light — T-boning and seriously injuring another driver. Of course, the internal affairs investigation cleared him of reckless driving and great bodily injury by vehicle.
