(and sentiment) - and still think that giving people a 'pass' on breaking the law (even relatively minor ones) is a relatively poor prescription for either enhanced safety - or respect for rules and civil order.

Your "relentless harassment" phrase would indicate that you see law enforcement (and perhaps the rules themselves?) in a fairly different frame of light - and we are probably unlikely to agree on that remaining 10%. And so be it.
