The city has a fairly thorough land use review process around which many projects seek to sidestep using various methods. The whole unnecessary land-grab to add dead end tracks to Penn Station is an example of that abuse. Through running the trains beyond Manhattan would avoid that boondogle and still allow for platform widening. I am biased as I live next to the area slated to be stuffed with this "affordable" housing. This building bonanaza won't include more space for other things the expanded community will need like schools, medical capacity ( there is only one hospital on the entire west side below 110 street) and such.
