5. I believe there have been instances where a person has been granted 'state citizenship' as an 'honor'-type thing.

I believe that Lafayette was given state status in both NC and VA. I know that was a long time ago, but that was the only example that I could think of, and I may be wrong about that. I always thought it was an honor akin to the 'keys to the city'.
