The individuals involved formed an organization called Responsible Ohio, paid workers to get enough signatures to put the constitutional amendment on the ballot.
My ballot has already been cast against Issue 3, based mostly on the state constitutional amendment part of it. It's very hard, practically impossible to get legislation placed in the state constitution changed. If approved, this will be in place a long, long time.
