2. I'm very interested in the item listed # 3 above - investment accounts for people with disabilities.

It's linked to a 2014 federal law called ABLE.
Family member has 2 very small retirement accounts which currently make her ineligible for Medicaid, which she will need indefinitely because of her disabilities.
As I read of this new program, called Stable Accounts, she may be able to keep her IRAs and still be eligible for Medicaid.
Have to follow-up.
