and they are already struggling with having enougn election workers as it is (and they even raised the pay to the max for this year as an incentive to get more).

But what I think they might have done is set those aside and tally them separately based on some of the earlier (mixed) court rulings (both state and federal) so that they could use them if ordered or not.

I still think the GOP originally pushed to pass Act-77 back when it did in late 2019 in order to "force" Democrats to give up the "straight-party ticket" voting option, using the mail ballots as a "sweetener" for Wolf to sign it. I don't think anyone really had any idea how 2020 would manifest with these mail ballots actually increasing our participation even more, particularly during the pandemic, which then triggered their being confronted with their fearful lunatic leader's command to eliminate the practice.
