1. In regards to paper ballots

It would nearly impossible to have mass ballots used to turn on by fake voters.

It would require knowing who likely would not be voting. They could not create the same ballot for each person. Each ballot would be coded as to the precinct a voter lives within the county. A voter on one side of a street could live in a different than their across the street or in a different block.

The names of candidates/election positions are not always the same in each precinct.

Not having the correct address for a voter, correct ballot code, correct candidates would make it difficult. Also, if the voter that doesn't vote regularly decides to vote at the polling place. When there is a paper ballots.
