37. Shell built a huge ethane cracker plant in western PA to take advantage

of the fracked natural gas. It's been operational for less than 3 years and already violated its approved allowable emissions numerous times. Recently there was a report that the plant is failing to meet Shell's expectations and that Shell is looking into selling not just this plant, but selling all its ethane cracker plants and getting out of the chemical business altogether.
