That could explain a lot about their voting pattern, no?

Recruit better teachers & pay them accordingly. Whoops, I forgot their "we don't wanna raise taxes" mantra.

Also, many parents' attitudes greatly contributes to some of this problem. Growing up in East TN, I've personal knowledge of this issue.
