the maps were held in the office of the lawyers hired by the GOP to make the maps.

Selected GOP legislators were called in, one-at-a-time, to review the maps of their districts and make suggestions.

In order to see the maps, they had to sign a non-disclosure agreement.

When the maps were brought to the floor was the first time the democratic lawmakers saw the maps and then it was too late, the Republican majority rammed the vote through and (as they say) it was all over but the shouting!
