it would look bad politically 2) It is an unsafe location and all pms knew that. Who would want to be the pm to renovate that which will not result in any equity and will likely have to be abandoned when security gets tighter as terrorism grows in the years to come. There is the old city hall of Ottawa bldg. just down the street from the PM. They did a huge renovation on it in the 1980s. Spent millions of dollars. Then the city amalgamated with other boroughs in the 1990s and moved to a new regional government offices downtown as the new City Hall. What a waste that was.
