it certainly won't be recouped by the freezing of the law-breakers' accounts as I suspect most of them will have their accounts unfrozen after they go to court.

The Mayor of Ottawa wants to be able to sell all the property (vehicles including the tractor/trailers) that were towed away and impounded in order to cover some of the costs incurred by the city. It will be interesting to see how this develops.
