so it works initially when you first reset then subsequent tries fail.

Do you sign into chrome?

I suspect you have a bad extension interfering if so. When you reset chrome it clears all extensions but if you sign in it will resync them with whatever was there before.

if you don't sign into chrome then that probably is not it.

If you don't then I would take a hard look at any security software you run. try disabling it and seeing if flash loads then.
