2. convert the link to a deeper and deeper IP address and
3. retrieve the contents going back to you.

abstractly: some concepts are “interrupt hierarchy” and “derefencing” ( saying hello to an address). “unresponsive “. means that someone is in an infinite loop OR a red stoplight.

By rebooting, we can get a clean interrupt hierarchy and an all new set of internal addresses.

(I may be taking liberties with some concepts and the names of some concepts)
