5. More likely browser than OS. You aren't opening windows at web sites. It's tabs or pages

Your problem (because it's a web site) shows up in your browser. Technically, you may have chosen to open pages in new windows, but most people don't, and I'm not certain you are. You have neglected to say which browser it is.

It could be networking in the OS, but much more likely is either your ISP (internet service provider) or the gocomics site, because you specifically mention that and no other.
