2. It looks like Apple will replace an iPad battery for $106

but they actually replace the whole unit so you'd need to save anything on it before sending it in:

p.s. apparently you can buy a new battery for $20 online, but getting it into the device looks complicated, requiring special tools you could probably improvise if you had a week of spare time and a brightly lit garage:
