New iPad 12.9 - unable to get any Apps to download, even those purchased and on the iCloud [View all]

Is there a trick to downloading Apps? I had an iPad Pro 11 and it downloaded quickly and never an issue.

Trying to figure out what I'm doing wrong. I'm not getting any messages, it just spins...

I access APPS

Search for what I want

It brings it up, i click GET and that's as far as I can go. It never asks for my apple ID, etc.
