9. Becerra would easily defeat Schiff in a primary and general election.

Becerra has experience(24 years in the US House,4 years as CA AG, at least 2 years as US Secretary of HHS.)
Schiff has been in the US House since 2001.

Becerra is more progressive than Schiff. ie 2002 Iraq war vote.
In CA, a liberal Hispanic from Los Angeles does not have to convince CA Democratic voters that he or she is electable.
