4. Correct and rehabilitate, too.

With most druggies I've known, it's a revolving door and jail time is just a "break". They use what they learned to better evade the law the next time.

Our society still has not accepted that traditional punishments rendered by our system of justice is almost meaningless for correcting substance abuse-related problems. I think most officials in the system know that but don't know what to do about it. However, I do give credit to the many jurisdictions that are experimenting with effective rehabilitation.

One thing we can safely bet on is that tRump's administration will only make this situation worse.
