3. These bubble up and make me wonder, how many folks with mental issues are out there?

I have proposed at various times that any encounter police have with the public over an issue, the police should just assume, and treat accordingly, that the person is mentally ill or on drugs or both. It just seems to be the case more times than not. Assuming a person is of right mind and can understand and follow police direction is an erroneous starting point it seems and leads to lots of tragedy. The state of our mental health system is a shambles.
