Reporters scour these free, available public records to come up with so many instances of people acting cray in that state. It's cheap copy, and it's fun.
Almost every other state has more restrictions about the records of arrests that happen within them than FL. Also, FL is one of the larger/more populous states in general.
In reality, it may not be all that much crazier than other states on a per-capita basis. We just don't hear about their crazy nearly as much.
