Other than one is charity and the other may or may not be. You might also be able to argue that the money could be better spent in other charitable endeavors.

However, what he seems to have done is put his money behind a very good idea. Imagine if every parent had access to daycare and every child that graduated high school had access to higher education. If we didn't spend 5% of our GDP on the military these things would be possible nationwide. Not only would the US be a much better place, but such an investment would have a pretty good chance of paying for itself, unlike investing in tax breaks for the rich and wars for oil which were promised to pay for themselves and did exactly the opposite.
