by the banks, stolen through inflated mortgage rates .... BECAUSE they were minority farmers! And make sure that when calculating how much was stolen, it's taken into consideration that the theft has been going on for several GENERATIONS of minority farmers.
You can't just make a ruling that race shouldn't be a factor when administering a benefit, when it has been used to openly cheat a race of people for a couple of hundred years!
