Its a way for the Convicted Felon Arch Criminal to either

1. Get money from people, organizations, and countries looking to curry favor with him, or

(and this is worse)

2. Circumvent the Congress' Article 1 powers over the purse.

I'm leaning more toward #1 right now, but we CANNOT rule out #2 as a possibility.
