3 feet is 90 cm or 900 mm. You would need to hit 12 mm per year starting this year to hit that level in the next 75 years. The current rate is 4.4 mm per year and has only increased by 2 mm per year over the last 31 years. There is no acceleration shown that will increase it the necessary amount to hit 3 feet in 75 years.
