1. In the SF Bay Area, it really doesn't matter much.

States' rules vary and even vary from one part of our state to another, in my experience.
In LA there are 24 hour HOV lanes, always empty.
In the SF Bay Area, we see fewer HOV lanes and many more HOV/express lanes.
Call them "Lexus Lanes" because not everyone can afford to pay the tolls using a FasTrak device.
I have one and use it, my last HOV sticker was two cars ago.
