SamTrans, the transit agency that serves San Mateo County, where SFO is located, runs bus service from downtown SF to the airport. But they're not allowed to carry luggage, because of a Bush-era federal regulation that prohibits federally subsidized transit operators from "competing" with the $20-and-up private ones, locally known as Airporter.
