the first proposal for a north-south light rail line in Portland: it said that the line would bring black gang members down to the southern suburbs to recruit white kids.

My reaction upon hearing that was that many of the kids in the white areas in question were already getting into delinquency quite nicely on their own, thank you very much.

But the whispering campaign still worked.
