He is sabre-rattling, which is a hell of a lot cheaper than an actual attack against Nato countries or any countries.

Putin has his hands full with his meat-grinder in Ukraine and has nothing to gain from making his problems much bigger. More fronts, more Russian deaths, more demographic damage, more infrastructure damage inside Russia, ... There is nothing in it for him to widen his war.
