Before you raise a stink, call the school and ask an administrator about the policy. It is unreasonable to expect PE to be outside no matter what. Maybe the teacher is wrong, maybe your daughter misheard. Hard to say. Call the school and ask - nicely. If you don't like the answer, then raise a stink.
