As it only restricts government, what's to stop a local group saying the Constitution requires all people of a certain age be part of the militia......

The fact that neither amendment 2 in the BOR nor the militia clause in the constitution contain no such authorizations.

Outside that, they can say it all they like, and professional constitutional scholars will correctly claim they're incorrect and the rest of us will point and laugh.
