centralizes the entire process, is just ripe for abuse by an anti-gun administration by underfunding (or hell, not funding at all) the necessary personnel to process their applications.

More than likely, the Courts would take a very dim view on such a law especially if (or when) this stretches the process out to the length of time to process an NFA form 4 application (currently running north of 6 months). This creates a de facto ban on the purchase of a firearm.
