Lead in seems to make one believe these devices are being passed out in the community. Redistribute is misleading, when the items are just being returned to the individuals that had them confiscated.

The decision to return almost 12,000 forced reset triggers — which allow shooters to fire hundreds of rounds a minute with one pull of the trigger

And, therein, lies the answer. It's not one pull, as recoil resets the trigger, which is then pulled again.
