21. It starts very early on in the Bible.

It's not a commandment or anything, but it is clearly illustrated in the very earliest stories. In the Garden of Eden story, Adam blames Eve for enticing him to eat the fruit. Eve wasn't even told directly by God not to do it, only Adam was. Faced with the results of his own negligence, God blames them for this even though they had no way of knowing what they did was wrong until after they did it. God then proceeds to punish everyone who hasn't been born yet, as if they are somehow responsible. That's just the first few examples.
