I quite often get flashes of the blue box for jury duty but it only flashes [View all]

and then is gone, then will flash again as I enter another commentary. This time I came to DU Community help to ask why this is happening and the blue box showed up and stayed so I completed it. Is this is what is supposed to happen, if the blue box flashes we are to come to community help to participate? Seems a very awkward way to conduct jury requests.
