Why doesn't Andrea Campbell, the Mass. Attorney General, open up a kidnapping investigation?

The people who abducted Rumseysa sure didn't look like law enforcement people to me.

This would be like fighting back, right? Fighting back legally.

We let them do it and then I am called a doom and gloomer.

Rumseysa was kidnapped.
