2. What I don't get is how the plane can be 'donated' to the orangeman's 'library'

Even if you grant that it can be accepted as a gift to the US DOD, and I don't believe that that's true, how can it then be 'given' away to the 'library' which would be a non-profit by definition.

Can someone explain this to me like I'm three?
