He doesn’t have the power to redraw the lines… nor does the legislature. He’s asking the voters to amend the state constitution to give them that power.

The problem is that the voters have not been keen on doing so in the past… so he’s trying to make it as palatable as possible. So it’s temporary and only effective if TX acts first.

The real game is that our chances are better if he can just get TX to back down. So he needs to pass something that looks like a poison pill now… and this is the closest he can come.
