With regard to Michigan's lawsuit, it applies to the plaintiff states (and DC) in that lawsuit. Kacsmaryk in Texas, his order was nationwide.

California did not join this lawsuit so therefore this order doesn't apply to California. It's not very likely to matter in the end anyway. Kascmaryk is not in effect at the moment, and I think Kacsmaryk is likely to be stayed.
