Look back to at least Reagan's time in office... and then spend quite a bit of time studying what Bush the younger did, especially to the military during his admin. What once was done in-office by military personnel was outsourced via private contract to military contractors. I got about 10 years of higher paying/benefits working my job as a contractor before it was enfolded into the government once again as civil service under Obama. Not by design, but I've ended up working as a govt contractor since the late 70's, after I mustered out of the Air Force. My retirement was just before trump took office. Good thing, too... with my political persuasion and my mouth, I'd have been one of the first ones targeted, no matter how much institutional knowledge and skill I had.
