It's after the date for Real ID implementation. Some states issue driver's licenses to non-citizens.

Real ID was always about this sort of thing: "papers please," and denying the vote to large numbers of people.

It used to be part of the definition of the United States, that we didn't need permission to travel within our own borders. That was a Russian thing.
