but there is nearly zero cell phone coverage in the Hill Country outside the cities and towns. While the camps might not have had NOAA weather radios I doubt seriously people were just playing with toys.

The blame lies somewhat in the lack of preparedness at the camps themselves but largely with that fucking TX government.
