7. FEMA's map updates are insurance related and

To look at flood zones drawn many decades ago . In many cases the old maps were very much out of date.
Rivers and streams change courses over the years so some buildings are no longer in flood zones while others which had been built outside of such zones now were in them.

The maps have as much to do with a building being affected by a flood as a deer crossing sign has with a deer getting struck by a car. The event happens independent of the map/sign.
