3. one thing that is not clear to me is what happens if they deport him to Uganda

Is he going to be taken into custody by the Ugandan authorities (on what charges??) or let go free in Uganda?

If the later, I hope people are mobilizing to provide him with resources (financial and otherwise) and get him out of Uganda to a more friendly country like a European country. He would not be able to go back to the US as long as the Trump regime is in charge, he cannot go back to his native Venezuela because he could be persecuted there. Uganda is not the safest place to establish residency.
