Source? A brief Google search turned up only items related to the etching on the bullet rather than its provenance in the gaming community.

Edit: One of the links I turned up mentioned other etchings, one of which was “Notices, bulges, OwO, what's this?” The article described it as associated with meme culture, anime, and gaming.

They mentioned the "Hey, fascist! Catch!" etching but didn't link it to gaming in any way, so I'm happy to take a look at your source.
