I would say that is the only possible interpretation.
The look of utter contempt on their faces says it all and Been A Dick Donald and Kegsbreath are too fucking stupid to realize it.

I've got a distinctive feeling that if Been A Dick Donald even tried to invoke either the Insurrection Act or Martial Law, it would be deemed an illegal order by the Generals and Admirals, and, lest we forget, I doubt that the line officers and senior NCO's would go along with such an illegal order as well.
